Questions First, Artist Later

So I've resolved to simply write a webcomic, rather than do it all by myself. Once I've decided on some things, I'll see if I can find anyone, and get them to agree. But I was doing some thinking, and I wonder what would be the best way to go about writing it. Should I simply write it normally, page by page, panel by panel, or some other method? Ideas?

Note: It's a furry comic, so I'm obviously looking for a furry artist. No offense intended.
